OSBM Taps Michael Arnold as COO New Position will enhance agency operations

Michael Arnold will join North Carolina’s Office of State Budget as Management as Deputy Director of Operations/Chief Operating Officer

Michael Arnold will join North Carolina’s Office of State Budget as Management as Deputy Director of Operations/Chief Operating Officer on May 3. In this new role at the agency Mr. Arnold will lead operational activities including information technology and data services, communications, human resources, and business operations. He will also serve as primary management liaison with the agency’s affiliate divisions, North Carolina Pandemic Recovery Office (NCPRO), Disaster Recovery Office, and Office of Strategic Partnerships (OSP). 

With more than 20 years in leadership roles in state government, Mr. Arnold most recently served as a Deputy Secretary of State at North Carolina’s Office of Secretary of State. He has also served in the state executive branch and, prior to that, in public affairs and communications in the nonprofit and higher education sectors.

“We are thrilled to have Mike on board,” said State Budget Director Charlie Perusse. “As part of our leadership team, he will strengthen our organizational capacity and help us achieve our goal of serving North Carolinians more efficiently and effectively.”

The Office of State Budget and Management (OSBM) is responsible for state budget development and management; economic, demographic and policy analysis; and support for the Council of Internal Audit. In addition, OSBM provides targeted, specialized services to state agencies and citizens through its agency affiliates, NCPRO, Disaster Recovery Office, and OSP. The agency has increasingly focused on supporting agencies’ efforts to use performance measures and evidence to develop and assess state programs and policies.

Arnold holds an MBA from the University of North Carolina at Wilmington as well as a bachelor’s degree from the same institution.
