The Council of State is composed of ten elected officials and is part of the executive branch of North Carolina's state government. OSBM provides administrative support for Council meetings.
Council of State meetings are usually held on the first or second Tuesday of the month at 9:00 a.m. Meeting information will be posted on the Secretary of State's public meetings calendar in advance of each meeting.

Notice of Public Comment and Hearing - Proposed Rule Adoptions
The Council of State invites public comment on proposed rules in Chapters 06 NCAC 01, 06 NCAC 02, and 06 NCAC 04. The public comment period will run from December 1, 2025 through January 30, 2026.
