Budgeting and Managing Grants

Receiving and Budgeting Grants

State agencies must report to OSBM when applying for and receiving grants. We provide guidance on best practices on budgeting and tracking these grants.

This information does not apply to state universities, which have authority to budget grants in their institutional trusts.

State agencies must notify the Office of State Budget and Management (OSBM) of all applications made for grant funds and/or other funds that require an application. See GS 143C-7-1 and SL 2023-134, Sec. 4.2.

The Judicial Branch may provide this information after submitting a grant application.

Agencies that receive and administer federal block grants must submit block grant plans to OSBM as part of the Recommended Budget.

Reporting Form Instructions

Grants deposited into the state treasury, including grants, must be appropriated by law to be spent. 

Recurring grant awards may be part of an agency’s base budget and not budgeted on a one-time basis year after year.

Grants that have not been appropriated in law usually require Legislative Consult.

Managing State Grants

State agencies that administer state grant funds must meet obligations in the State Budget Manual and administrative code 09 NCAC 03M.

The requirements below do not apply to state universities.

The Grants System serves as a central repository of state grant-funded assistance programs and awards. State agencies are required to register state assistance programs and awards with OSBM.

Grants Management System

Per 09 NCAC 03M, agencies shall not disburse any state financial assistance to an entity that is on the Suspension of Funding List for non-compliant recipients. OSBM maintains the Suspension of Funding List (SOFL). It is regularly updated and agencies should check the current list on the OSBM site.

Suspension of Funding List

State agencies must develop and maintain a monitoring plan for each state grant they administer, per 09 NCAC 03M .0401. Agencies must submit their plan(s) to OSBM for approval, except for those grants that fall under the oversight of the NC Pandemic Recovery Office (NCPRO).
