The Grants Management System assists state agencies in managing financial assistance in accordance with G.S. 143C-6-23 and 09 NCAC 03M. These statutes and administrative rules cover the disbursement and use of state funds to non-state entities, including federal funds that flow through the state treasury.
The Grants System serves as a central repository of state grant-funded assistance programs and awards. State agencies are required to register state assistance programs and awards with OSBM.
To access the Grants Management System state agency users will need a user id and password. If you do not yet have a user id and password, please download and complete the CRIS and NCGrants Access Authorization Form and email it to Grants-OSBM@osbm.nc.gov.
Please download the Grants System Help Guide, which includes step-by-step screen shots.
OSBM also maintains the Suspension of Funding List (SOFL) for non-compliant grant recipients. Per 09 NCAC 03M, agencies shall not disburse any state financial assistance to an entity that is on the Suspension of Funding List. The SOFL is updated on a weekly basis. If you would like to be added to the SOFL distribution list, please contact Grants-OSBM@osbm.nc.gov.
The Grants Management System is for state agency users only. If you are a grant recipient or an organization seeking grant information, please see our General State Grant Information.
