Local governments, federally recognized tribes, and volunteer fire departments in western North Carolina may be eligible for capital grants to repair, renovate or replace infrastructure damaged by Hurricane Helene. 

The second round of the program, which now includes funding for volunteer fire departments, opened September 25, 2026. Applications are due by November 23, 2026. The first round of grant awards were made in January of 2026. 

The Helene Local Government Capital Grant program was created in SL 2025-26, as amended by SL 2025-97, and SL 2026-41.
