Allotments

Overview

State agencies and universities must request allotments on a periodic basis throughout the fiscal year. OSBM sets the allotment periods, usually monthly or quarterly. See GS 143C-6-3.

OSBM approves allotment requests. The Office of the State Controller (OSC) implements the allotments after they are approved. 

Allotments are a cash management tool to make sure the state expenditures don't exceed revenue.
