The Central Internal Audit Office (CIAO) supports the Council of Internal Auditing in the execution of its responsibilities under the NC Internal Audit Act.

This includes providing training, development, and resources to state employed internal audit staff. 

CIAO also provides internal audit services and assistance to any state agency.  We:

  • Serve as the internal audit program for smaller state agencies --  those with annual operating budgets of more than $10,000,000 but less than $70,000,000, or more than 100 full-time employees. 
  • Provide technical assistance to all state agencies related to conformance with the IIA Standards, and state laws; guidance or improvement with internal audit activities.

CIAO Charter and Code of Ethics

The Interagency Internal Audit Program provides technical expertise to internal audit functions and assists state agencies with internal audit activities whose budgets are between $10 and $70 million. The Program helps agencies develop and implement audit plans to add value and improve a state agency's operations.
