he North Carolina Pandemic Recovery Office (NCPRO) has been honored with the Award of Excellence by the North Carolina Office of the State Auditor. NCPRO is housed within the Office of State Budget and Management (OSBM) and manages federal pandemic recovery funds for the state government. The award went to NCPRO for its fiscal year 2024 single audit of Coronavirus State and Local Fiscal Recovery Funds.
“This award is a testament to the dedication and professionalism of our staff,” said NCPRO Director Tommy Clark. “Managing billions in federal recovery funds is no small task, and our team has consistently risen to the challenge with integrity and precision.”
The newly established Award of Excellence recognizes state entities that demonstrate exceptional discipline, accuracy, and transparency in preparing financial statements and federal compliance audits. Recipients must provide timely financial reports with no audit findings or adjustments and in compliance with laws and regulations.
“NCPRO has played a vital role in ensuring North Carolina’s pandemic recovery funds are managed responsibly and compliantly,” said State Budget Director Kristin Walker. “To produce a single audit of such a complex and rigorous portfolio without a single finding or issue is worthy of this recognition and I am grateful to our colleagues at the Office of State Auditor for recognizing this work.”

Established in 2020 in response to the COVID-19 pandemic, the NC Pandemic Recovery Office (NCPRO) was created to oversee the distribution and compliance of federal relief funds allocated to North Carolina. NCPRO ensures that funds are used effectively, transparently, and in accordance with federal and state guidelines. The office provides technical assistance, monitors expenditures, and supports local governments and state agencies in navigating complex funding requirements.
