Social Services and Child Welfare Reform Reports

In accordance with Session Law 2017-41, the Center for the Support of Families (CSF) recommended plans for social services and child welfare reform in North Carolina. The evaluation and analysis began in March 2018 and preliminary recommendations were received in August 2018. In accordance with the legislation and the terms of the contract, CSF issued two final reports in May 2018 that offer specific recommendations for reforms. In March 2018, the Center for the Support of Families (CSF) began to develop a plan of action to systematically reform child welfare in North Carolina and to allow for better supervision and administration of social services in the state's 100 counties. The Office of State Budget and Management (OSBM) selected CSF through a competitive bid process and continues to monitor the work of this independent contractor. The development of this plan is required by legislation passed in 2017 (S.L. 2017-41), and is one of several coordinated efforts to improve social services in North Carolina. In accordance with the legislation and the terms of the contract, CSF issued two preliminary plans that offer initial findings, analyses and recommendations for reforms.
