Patty Garcia

Human Resources Director

Patty Garcia’s journey to becoming a Human Resources Director at OSBM illustrates how internships and early work experience can guide you to your true passion.

As a teenager in Dearborn, Michigan, Patty had the chance to intern at Ford Motor Company at their Research Laboratory. That opportunity turned into a part-time role throughout college. Although these early career experiences focused on research and analysis, they led Patty to see human resources in action.

“I discovered how human resources could connect people and help them realize their potential, and I was hooked,” says Patty.

For the last 17 years, Patty has served in various human resources roles in state government. She has been OSBM’s Human Resources Director since 2022. It’s rewarding because her team's work strengthens the organization and supports employees serving  North Carolinians.

“At OSBM, HR connects with every employee, throughout their entire journey. We strive to help them feel supported, empowered, and equipped to excel,” she explained. “HR helps employees can bring their best selves to work every day. This strengthens OSBM’s ability to fulfill its mission and serve the public effectively.”

In her spare time, Patty finds joy in paddling across serene waters and exploring new hiking trails. When not outdoors, you can find her crafting or cheering on the Carolina Hurricanes. She and her husband (pictured above with Patty) are also active in fundraising for Parkinson’s research with their team Margarita’s Movers.

An example of Patty’s handiwork hangs in her home. Her creativity extends beyond crafts. “You’d be surprised how much creativity goes into human resources,” she explains. “People’s needs are incredibly varied, and we are always looking to create solutions.”

Patty’s background has given her a keen interest in fostering experiences to help young people find their passion, just as she found hers. She spearheads OSBM’s outreach to local universities, coordinating class speakers from OSBM and participating in career fairs. She’s also helped establish a strong internship program at OSBM to help mold the next generation of public servants.

“Watching young talent grow in confidence and skill is both inspiring and deeply rewarding,” she says.

Patty’s advice to anyone looking at making a career change or pursue a promotion:

A career change isn’t just about finding a new role. It’s about finding the right environment to grow, thrive, and align your strengths with work that matters. One path I always encourage people to explore is public service with the state. The work impacts communities and helps shape the future of our state. Beyond that sense of purpose, the state offers a wide variety of career paths, and the opportunity to work with people who are passionate about making a difference.

Regardless of the direction you take your career, approach it with curiosity and courage, even if it means stepping outside your comfort zone.
