The Council of State invites public comment on proposed rules in 06 NCAC 01 (Departmental Rules), 06 NCAC 02 (Rulemaking Procedures), and 06 NCAC 04 (Declaratory Rulings). The proposed rules would replace expired provisions with new, substantively identical rules governing the administration of certain Council of State processes.
Comments may be submitted by email or mail any time during the public comment period, or they may be submitted in person at the public hearing. The proposed effective date for the proposed rules is April 1, 2026.

Procedure for subjecting a proposed rule to legislative review:
If an objection to a proposed rule is not resolved prior to the adoption of the rule, a person may submit written objections (via mail, delivery service, hand delivery, or email) to the Rules Review Commission requesting review by the legislature in accordance with G.S. 150B-21.3(b2).
