This training will educate North Carolina state agency administrators on their responsibility for managing bond financed projects and providing relevant information to the Department of State Treasurer and OSBM. The training will be co-hosted by Department of State Treasurer and OSBM.
The state of North Carolina has financed facilities throughout the state with tax exempt debt. This includes financings, and refinancings, of Certificates of Participation, Limited Obligation Bonds, Two Thirds Bonds, and General Obligation Bonds. Facilities financed with such debt must comply with federal tax law for the duration of the outstanding financing. The Department of State Treasurer and OSBM routinely provide questionnaires to Agency Administrators to monitor the use of facilities, and ensure compliance with relevant requirements.

The training will be held in-person at OSBM's Blue Ridge Training Room, A309.
This training is part of a topical training series for state budget staff. Trainings will occur on the first Friday of each month. Sessions will be 60-90 minutes in length, depending on the topic, and will provide technical training related to critical budget knowledge and processes.
