SUBJECT: Increase to Cost of a State Capital Project
Pursuant to G.S. 143C-8-8, a State Agency may increase the cost of a capital project with gifts, federal or private grants, special fund receipts, or direct capital improvement appropriations if the increase is in the best interest of the State. The Department of Transportation was appropriated $833,000 in Sec. 4.2 of S.L. 2019-231 for capital improvements at the Ocracoke Ferry. The capital improvement funding was made unnecessary due to the availability of Federal Emergency Management Agency (FEMA) and insurance recoveries. The funding will be repurposed to increase the cost of a project at the Gaston County Equipment Shop by $833,000. This project has come in over budget, and increased funding is necessary to complete it.
