SUBJECT: Required Annual Report on ARPA Temporary Savings Fund Grants Non-State Entities
Per S.L. 2023-134, Sec 4.9.(f), the Office of State Budget and Management is required to submit an annual report on directed grants administered by our office:
Reporting. – Beginning October 1, 2024, and annually thereafter, in addition to any report required under this act or any other law, State agencies and departments and any non-State entities receiving funds from the ARPA Temporary Savings Fund shall submit a report to the Fiscal Research Division detailing the use of funds appropriated in this act from the ARPA Temporary Savings Fund for the previous fiscal year until the funds received are fully expended. The report required under this section shall include the amount of funds received to date, how the funds were used during the previous fiscal year, and the amount of funds that remained unspent at the end of the previous fiscal year. This subsection does not apply to any funds appropriated to the State Capital and Infrastructure Fund.
Please see the attached spreadsheet answering these questions for each grantee for the previous fiscal year. In summary, of the 19 Non-State Entities receiving grants from the ARPA Temporary Savings Fund for FY 2023-24, 100% of the grant contracts legally ready have been fully executed and funds disbursed.
OSBM has received $38,500,000.00 for FY24 and $34,075,000.00 for FY25 from the ARPA Temporary Savings fund to date. We have disbursed all $72,125,000.00 of those funds to the 19 grant recipients. The amount of unspent funds from the funds that were disbursed was $50,179,220.14.
Our office continues to assist the remaining grantees in submitting the five legislatively required documents - W-9; electronic payment form; conflict of interest policy; sworn statement re: no overdue tax debts; and a scope of work outlining how their grant funds will be used.
In addition to disbursing new grant funds, the five-person Grants Team at the Office of State Budget and Management continues to provide technical assistance related to reporting, monitoring, and auditing for directed grant recipients. We have continued to hold webinar training courses and Q&A sessions. With the addition of a new grant program for Hurricane Helene relief —and the continued transfer of additional grants to our office for administration—we require additional resources and staff to effectively fulfill our responsibility to prevent fraud, waste, and abuse of state tax dollars.
