The North Carolina Integrated Budget Information System (NC IBIS) is a centralized, web-based system for North Carolina state government budgeting and performance management. IBIS replaces the state’s mainframe and Oracle systems and provides a common workspace environment for state agencies and OSBM to perform budget planning, development and execution activities. Systems being replaced include the Budget Revision System, Budget Preparation System, Salary Control Module, and the state’s Allotment System.

Legacy IBIS
Legacy IBIS provides read-only access to a copy of IBIS as of Oct 4th, 2023. This may be helpful for research and inquiry into older transactions.
The data in Legacy IBIS is in the NCAS-based chart of accounts. It is displayed as it appeared before being converted to the new NCFS-based chart of accounts.
Please note that all Reports (current NCFS-based and legacy NCAS-based) have been transition to the current (non-Legacy) version of IBIS.
