Project Approval

Information Technology accounts for approximately $1.3 Billion of the State’s budget and continues to grow as government automates more processes.

Since the implementation of Session Law 2004-129 in 2004, OSBM’s oversight role has grown significantly to include oversight of agency IT projects and the Information Technology Services (ITS) budget. This includes the approval of rates ITS charges agencies for services.

Project Approval

OSBM serves as one of four state approvers for IT Projects that go through the Project Portfolio Management (PPM) initiative run by the State Enterprise Project Management Office (EPMO). State Approvers’ Roles and Responsibilities are outlined here. At various stages of project development, OSBM evaluates and approves:

  • project budgets (including 5 years of Operations and Maintenance costs)
  • business cases (including cost benefit analyses)
  • changes to projects’ scope and schedule that impact budgets (through the change request process)
