Andrew T. Heath, State Budget Director

Andrew T. Heath is a member of Governor Pat McCrory’s senior leadership team and is the Director of the Office of State Budget and Management (OSBM). At OSBM, Director Heath is responsible for advising the Governor on North Carolina’s $510 billion economy and $22.3 billion state budget, administering the State Budget Act, and working with the Treasurer’s office to execute the $2 billion Connect NC bond. In addition to his duties at OSBM, Director Heath serves on the North Carolina Economic Investment Committee, the North Carolina State Health Plan for Teachers and State Employees, and is the Secretary for the North Carolina Council of State. 

Prior to his appointment as State Budget Director, Heath served as Chairman of the North Carolina Industrial Commission. In that capacity, he managed all aspects of the Industrial Commission’s operations and its 160 employees, ensuring proper administration of more than 75,000 workers’ compensation claims filed annually. From 2013 to 2016, Heath improved efficiency and customer service by opening five regional offices, implementing e-filing and overhauling the medical fee schedule. Loss cost rates experienced double digit declines during that period, while collections of penalties against non-compliant employers increased 500 percent. During that time, Heath also served as an adjunct professor for the MBA program at Campbell University’s Lundy-Fetterman School of Business, teaching the Legal and Regulatory Environment of Business.  

Prior to entering state government, Heath practiced law from 2006 to 2013 in Wilmington, primarily representing North Carolina businesses. He is a 2016 Triangle Business Journal 40 Under 40 award winner, and has been named a Lawyers Weekly Emerging Legal Leader and one of Business North Carolina's Legal Elite.

Heath was a Division I athlete in Soccer and Track & Field at the University of North Carolina at Asheville, and graduated with a B.S. in Management. During law school at the Indiana University Robert H. McKinney School of Law, Heath served as a legal intern in Indiana Governor Mitch Daniels' Office of the General Counsel.

Director Heath enjoys travel, and was an American Council of Young Political Leaders delegate to Ireland and Northern Ireland in 2014. He also hosted a Japanese delegation in Raleigh in 2015.  

Heath moved from Wilmington to serve in the McCrory administration and now resides in Raleigh with his wife, daughter, and son. He is a member of Christ Baptist Church.
